HOw can you report someone driving with a suspended license after a DUI?
If I know someone who is just going about his business and driving, even driving young children around, after his license was suspended for a DUI, is there a way to tip off the police?

You can call them. But in reality, police are fully aware most people that show up for traffic court already have, or now have a suspended license, and are going to drive from there. If they were really interested in enforcing it, they could set up a sting operation outside of traffic court, and write tickets all day.

Reporting it would really do no good. The police have to catch the person in the act of driving but must also have probable cause to pull them over. Being reported by someone else does not give the police the right to just pull them over for that reason. It sucks but even violators have rights.

I disagree to the other people.
Calling in the crime while the crime is happening is legal cause for the cop to stop you.
— really… think about it.. people call into report drunk drivers all the time.
